An investigation file on the controversial Anglo Leasing Finance Limited scandal was yesterday handed over to Attorney-General Amos Wako.
The file, which recommends the prosecution of a permanent secretary, three former permanent secretaries, a former CID boss, a senior official at the Treasury and another one from the Office of the President, was handed over to Wako by two senior commissioners of the Kenya Anti Corruption Commission (KACC).
This is the second time the file is being taken to Wakos office. It had been forwarded to him in December but was returned for unknown reasons.
Sources said Wako had recommended that some amendments be done on the file.
Sources said the first batch of people to be taken to court "very soon" in connection with the scandal would be charged with abuse of office and failure to follow procurement procedures.
There has been speculation that individuals who played a part in the Sh7 billion scandals would be prosecuted. Anglo Leasing and Finance Company entered into two contracts with the Kanu and Narc regimes for work that was not even started.
The first contract was for the supply of a terrorist proof passport system for the Immigration Department at a cost of Sh2.7 billion while the second one was to build a forensic science laboratory for the CID at a cost of Sh4 billion.
The passport project, which involved an Sh800 million programme in the Home Affairs for the issuance of tamper-proof passports under the Kanu regime, was first exposed in Parliament in April 2004.
The cost was later revised to Sh2.7 billion after the Narc administration took over.
No procurement procedures and parliamentary approvals were followed in the project.
The second scandal was in connection to the construction of a laboratory for the CID in Karura, Nairobi.
A commitment fee of Sh900 million was paid by the Kanu regime in the award of the contract while the Narc government despite the fact that no work had even started paid another Sh240 million.
Several government officials were sacked following a public outcry after the scandal was exposed.
