Debate on the adoption of the special audit report on Anglo Leasing passport scam began in the House yesterday.

The report had been brought before the House by the Public Accounts Committee Chairman Omingo Magara (Ford-People) on July 6.

Moving the motion yesterday, Magara said Finance minister David Mwiraria snubbed summons by the Committee to appear before it.

Magara said when summoned, Mwiraria had allegedly told directed them to the ministry offices for any information about Anglo Leasing company.

Magara said had therefore insulted the powers of the committee.

"We properly summoned the minister and he refused," said Magara.

Seconding the motion, Subukia MP Koigi Wamwere (Narc) said the Vice-President and the Finance minister should also be held responsible for exposing gross incompetence.

Shinyalu MP Daniel Khamasi (Narc) said those who have been mentioned in the deal should step aside and let investigations go on.

Khamasi said there was need to overhaul the Civil Service "to get rid of carry-overs from the last regime." He attributed the problems in government to them.

Ntonyiri MP Maoka Maore (Kanu) said the PAC made no effort of summoning one of the directors of Anglo Leasing Deepak Khamani. He said the report was not conclusive enough.

He said the committee had made "pedestrian recommendations."
